Public Meeting – September 5, 2024
The County Engineer’s Office hosted a public meeting at the Berlin Township Hall on September 5, 2024 to provide information about the project. The meeting was an open house format with no scheduled presentation. The following information was shared at the meeting.
Project Description:
The Delaware County Engineer’s Office (DCEO) is planning to improve Berlin Station Road from the CSX Railroad (near Gregory Road) to Lackey Old State Road (CR10). The project consists of a minor widening of Berlin Station Road, including a 3-lane segment along Berlin Farms West and Olentangy Berlin HS, and curve radius improvements at the S-curve near the intersection with Dale Ford Road. Additional work will include drainage, striping and signage improvements incidental to the project.
Project Need:
The need for the proposed project is to improve safety. This area of Delaware County is experiencing significant development generating thousands of new daily trips. Widening the travel lanes and adding paved shoulders is a proven safety measure to prevent road departure crashes. The center lane will reduce the potential for rear-end crashes and improve traffic flow. The existing S-curve does not meet design standards. By softening the curves, the roadway will meet 25 mph design standards, improving safety within that corridor.
Project Limits:
The proposed improvements will begin just east of the CSX railroad, approximately 120’ west of the intersection with Gregory Road, and extend to the western limits of the completed roundabout project just west of the entrance to the high school. Work will continue from the eastern limits of the completed roundabout project, extending through the intersection with Dale Ford Road and the S-curve, to Lackey Old State Road.
Project Details:
• Widen Berlin Station Road to 11’ lanes with 2’ paved shoulders.
• Widen Berlin Station Road to three lanes between Gregory Road and the roundabout providing a center turn lane for left turns into Berlin Farms West, the church, the high school and all residential properties.
• Realign the intersection of Berlin Station Road and Dale Ford Road to a near right angle.
• Realign the S-curve to soften the curves, including the use of curb & gutter, to meet design standards.
Proposed Project Schedule & Potential Closures:
Design and Engineering: 2019 to 2024
Right-of-Way Acquisition: 2024 to 2025
Utility Relocations: 2025 to 2026
Construction: 2026 to 2027
The project will be constructed in several phases. One phase requires the complete closure of Berlin Station Road from Gregory Road to just west of the high school entrance. Another full closure of Berlin Station Road from the intersection of Dale Ford Road to just east of the S-curve will be needed to reconstruct the S-curve and intersection. The remainder of the project will be constructed using a single lane for one-way westbound traffic. Traffic will be shifted between the north half and south half of Berlin Station Road as work is completed on the opposite side.
Access will be maintained to all properties and mailboxes within the work zone. Public notification of closures will be given through the DCEO. Detour routes will be posted with appropriate signage.
Estimated Project Cost:
The current cost of construction is approximately $4.2 million dollars. Funding is through the DCEO.
